Add Repair Merchant to each town repair sklls, and start having degredation w/o destroy

[x] Add a repair merchant in every town
[x] Blacksmithing / woodworking skill to repair
[x] Remove the Destroy tool calls and test the tool to see if health is 1 in crafting code and print 'it needs to be repaired'
[x] Create a new ticket for code level change to using the native AE/C# degrade system (for me to do later)
- Items degrade (enable system) but remove destruction (client)
- Change Pick, Foraging Stick, and other to not use 'health' an instead use degree system. (usecode, client)

Added Mage, Melee, Ranger traing to Parian. That it for travaal/wwl/mage release but will do more with this in future patch
