My Vault Axe won't let me attack #1160

Describe the bug Won't let me hit mobs in and out of vaults with my vault axe

To Reproduce Steps to reproduce the behavior: 1.Get a Vault axe 2. 3. 4.

Expected behavior A clear and concise description of what you expected to happen. Lets me actually attack mobs in and out of vault Screenshots or Crash Report If applicable, add screenshots or crash reports to help explain your problem.

Are you of the correct level to use the axe? States the level in the tooltip.
