Adds language instructions #152

What does this Pull Request do?

Adds instructions for specifying the language.

What's new?

Illustrates the steps to specify a language through the filename of the VTT file.

How should this be tested?

Follow the readme instructions (using with a underscore in the filename with a language code) and verify the dropdown menu reflects the expected behavior.

I note that we do have similar exiting documentation in the wiki at https://github.com/Islandora-Labs/islandora_solution_pack_oralhistories/wiki/About-Transcript-Files-and-the-OH-Solution-Pack#webvtt-format. That said, I suggest we include @DonRichards' addition for the README as some may miss the documentation in the wiki.
