Prepare PyPi release - Githubissues

Purpose:

Prepare gcam_reader to be ready for a PyPi release so that users may install via pip install gcam_reader

Changes:

change Travis CI to GitHub actions
modify the setup.py and setup.cfg files to accomodate package updates and necessary install protocol
update the README with install protocol and add new badges
