Add option for user to scale branch lengths #57

This should be "scale branch length", not normalize, right? This could initially be a scaling factor that the user passes on the command line.

@gregcaporaso can you refresh my memory about this? Did we want to just allow users to scale all branches by a certain value they input? I think you even gave me an example, but I lost it. Trying to polish up long overdue ghost-tree issues so I can finish the q2 plugin development. Thank you!
