[LOW] Files. An ability to download files which student has uploaded but hasn't submitted #162

If a student uploaded files for assignment but did not click on the button "Sumbit for review", after due date teacher should download these files on the page http://zerebral.indevelopment.us/files

Teacher should be ability to download files which students not submitted solutions after due date. - Now teacher can download before due date.

STEPS:

Login as teacher
Navigate to http://zerebral.indevelopment.us/files
Teacher can see 0 remaining students for assignments "test files"
Navigate to http://zerebral.indevelopment.us/assignments/edit/19/501. Teacher can see that 2 students assigned for this assignment

EXPECTED RESULT:

On the page: http://zerebral.indevelopment.us/files teacher should see 1 remaining student for assignment "test files"
