(purple) Implement PurpleRequestUiOps #7

These UI ops are used pretty extensively by protocols and libpurple itself― they're pretty vital, including for certificate validation (see certificate.h).

The RequestAction op was implemented with (c5521ad)― I haven't had the occasion to run into any others, but I'll implement as I see them.
