Describe the bug
Self-explanatory, but when rain is replaced by snowfall and a thunderstorm occurs, lightning does not strike at all, this makes mob heads extremely difficult to acquire as you'd have to rely on a channeling trident which is already quite difficult to obtain in vanilla, this also effectively makes skeleton horse traps non-existent.
To reproduce
Steps to reproduce the behavior:
Create a new world and set the apocalypse phase to 3.
Set the weather to Thunder.
Observe and notice that lightning doesn't strike at all.
Expected behavior
I expect lightning to strike in snowfall.
Additional context
Now I know this is technically a vanilla mechanic but it doesn't really make sense as lightning during a snowstorm is a real thing and I think it'd make sense if lightning can strike once snowfall has replaced rain entirely.
