A good portion of the website's gifs are from the Discord CDN. Discord has since made CDN links temporary. I suggest the following:
Dev Side: Disable new submissions of Discord links, put a warning on existing Discord links but keep all the metadata so a replacement gif could be found. Make discord gifs not public.
Admin/mod side: Delete all Discord gifs and try to find replacements for them.
An alternative approach is to simply keep them private for archiving purposes, then add links to replacements.
