Add jitter option to continuous diffusion options in the BEAUti sites panel #740

RRWs with duplicated taxa traits require a some noise on the duplicated traits. 
This can be set using the jitter option in multivariateTraitLikelihood, which 
requires setting window sizes for each dimension of trait from which the noise 
will be drawn. A feature that automagically detect duplicated traits, and 
already selects that option in case of RRWs would be great plus

In BEAUti can we assume a symmetrical noise distribution (a multivariate normal 
with a given stdev)?
