In field creation, image is not uploaded and it doesn't call any webservice

User can't create a field because of the following error and 400 http status(the only empty item is the field picture)

When user deletes Educational groups,all the dependent items should be reset and user set them again

When all the mandatory fields are filled out, add webservice faces status 400 and field is not created
