Solana Price Tracker Implementation

Changes

Implement real-time Solana price tracking using CoinGecko's public API
Add RSI calculation with 14-period window
Implement structured logging with Winston
Add graceful shutdown handling

Uses /coins/markets endpoint with proper query parameters
Implements price history management for RSI calculation

30-minute polling interval to stay within API limits
