Switching off airplane mode results in "SIM network unlock PIN" prompt #2

When returning from airplane mode, a "SIM network unlock PIN" prompt appears, 
even though the SIM is not network locked.

This issue was also present in a different concept with previous v616 GB 
release from TCL. 
I have seen the issue many times in that v616 rom. Here is my experience from 
v616 GB:
1- If a network disconnect occurs, device doesn't reconnect;
2- Setting to airplane mode takes longer.
3- After toggling back from Airplane mode, user forced to enter sim card pin 
again. (NORMAL PIN prompt, not the network unlock pin)

So I believe this is an issue related with source.
