A congregation can be deleted. If the user then enters the same congregation name as previously deleted.

A decision as to what to do needs to be made.

Decided to show a message a box asking the user if they would like to bring back the previously deleted item or create a new entry.

Also consider moving all members of the deleted congregation to a floater congregation.
