Blue verse mark-up: Rules? #204

What steps will reproduce the problem?
1. ESV, KJV, O'ZMK all et Exra 3 
2. ESV/Ezra 3:2/Cross ref to Deu 33:1: ESV Deut 33:1 in blue (only)
3. same as 2. with ESV Bible pin/down: KJV Deut 33:1 in blue (only)
In both cases with down-arrow key (33:2) and up-arrow key (33:2)the verses 
become blue in all Bibles with Bible bin/up.

What is the expected output? What do you see instead?
-> Is there any way to describe when verses are marked in blue or not?

What version of the product are you using? On what operating system?

Please provide any additional information below.

When a verse, or verses, is somehow "selected" by the user, the blue color 
should appear to highlight the verse(s) for the user. The intention is to make 
it quicker for users to find the verse(s) they are interested in. This also 
makes it easier to find the same verse across parallel texts. The "selection" 
may be made by clicking a Scripture reference to particular verse(s), or by 
adjusting the verse box's number etc.

Verse 1 is never blue by itself (because it doesn't need highlighting).
