    - Changed cooldown modifier for Plutonium Atomic Bomb from 2.5 to 10, same as vanilla
    - Lowered Pu-239 from advanced nuclear fule reprocessing from 2 to 1
    - Lowered time needed for advanced nuclear fuel reprocessing from 100 to 90
