Story

As a user moderating a colony, I want to be able to create and finalize a multi-sig simple decision motion.

Description

After the groundwork has been laid with #2150 , implement the simple decision motion.

Implementation

This issue is complete when...

[ ] The simple decision multi-sig motion can be created
[ ] The motion can be finalized
[ ] Only users with adequate permissions can create them

The contracts don't support this for now, since this action doesn't require permissions, but multisig does. On hold until that is supported contract side
