Investigate B9PS module switching with scale handlers #53

I have a hunch that if B9PS switches a module's data using ModuleDataHandlerBasic on an already-scaled part, the values won't be scaled. Need to find or construct a test case.

I had initially thought this was the cause of a bad interaction with B9PS and SAF, but that turned out not to be the case: https://github.com/JonnyOThan/TweakScale/issues/40#issuecomment-1924250203

Got a report that TS/R and B9PS switching radiators from HeatControl doesn't work correctly, especially after a revert to VAB
