TransXChange2GTFS: <DepartureTime> and <ArrivalTime> without accompanying DayShift tags #278

The TransXChange 2.4 schema defines two tags:
<DepartureDayShift> and <ArrivalDayShift> to allow the correct assignment of 
departure and arrival times to a calendar day. This in lieu of using a 25 hour 
time format in departure and arrival times.

This is a serious issue, but has slipped under radar, as TransXChange feeds 
thus far have failed to included these crucial tags.

Based on user comments, the <DepartureDayShift> tag has been introduced in the 
latest version of the TransXChange standard, and will not be available in real 
world feeds soon. Also, this flag is intended for presentation purposes (only). 

The standards committee agreed to roll out services tied to individual calendar 
days, not relative to daytype patterns, which is expected to eliminate this 
problem.

There is no known solution at converter level. 
The provider of a feed needs to either adopt the 25 hour format or the 
standards committee recommendation.
