Expected

All plugins used by this template should support typescript-eslint@7 and ESLint 9.

Actual

Splitting out of https://github.com/JoshuaKGoldberg/create-typescript-app/pull/1457/files#r1566469103: eslint-plugin-deprecation doesn't yet. So I'm going to take it out in the meantime. Once it does, I'm looking forward to adding it back in.
