blpapi integration #11

I'm considering writing a blpapi wrapper, using the C/C++ desktop API library. I spent the whole day trying to use the Python version that Bloomberg provides, but I'm not allowed to have Visual Studio on the desktop terminal. I took a look at Bloomie.jl, and I could rewrite something based on it, since it looks like the author is not working anymore on the package, and the API is not working properly.

Be afraid! I'm getting a windows 10 laptop tomorrow. I'll start working on this.
