Add stylesheet for V&A used in the dutch-speaking part of Belgium

Does not pass all validation checks yet because it uses two custom variables:

• 'noot'
• 'ecli' Has some smaller issues but is overall pretty functional (see https://github.com/mvwestendorp/v-en-a/issues mostly in Dutch)
