Description of the changes

Rewrite of the todo cog. Mostly for development purposes as it was getting hard to add anything

Style change as well. A few things will need to wait for d.py 2.0 (private todos) and some things could be removed but I would like to get this released before my cogs get review lol

You'll also need to make your setup function asynchronous to initialize the cog if you wish to go ahead with review comment 6.
