Include all bill tables in API #93

Since #88 is merged, theres several new tables to include in the DB & API interface. Some row structures also changed.

  1. Shore up all row/table structure changes introduced by #88
  2. Add all new tables added by #88 to the DB and API interface
  3. Possibly generalize a few API/Table classes that will only ever ask for items via the BillID
