Re-Design Upload Page

Would be cool to have the Upload Rules displayed next to the redesigned Upload Page (When we design it)

This should probably be done ASAP. The site needs people to upload and as it stands uploading things is frustrating and complicated. If you don't have any specific ideas I can take a hack at this in the next few days.

TODO Client side validation (need to find the submit hook) in http://blueimp.github.io/jQuery-File-Upload/
