Task Report Article ID Preserval #242

Preserve the Task Report Article IDs between sessions so that the existing 
report will be reused instead of regenerating it every time the user requests 
the report.

Steps to reproduce:
1. Click the 'Show task details' link in the 'Rule Clipboard' section,
2. The article will be loaded with a unique Article ID,
3. Refresh the page,
4. When clicked on that link again the Article ID from step 2 should be reused.
