Display 'effective spool up time' in the PAW #273

Display the 'effective spool-up time' in the PAW, when the engine is not an SRB. That is, the total spool-up time from 0% to 100%, minus the total amount of fractional thrust produced during spool-up converted to the equivalent amount of time firing at full thrust.

Graphically, the actual spool-up curve:
