Updated version number in setup.py #95

Updated version number to "2.3" so that we can create a new release, incorporating Johannes' update to Travis and the readme

Although test failed on certain python versions and OS, I'll merge this and we can fix the test later. Releasing new version is required for David's paper and we should prioritize it.
