Explanation of the issue:
If I take focus Industrial Mobilisation Plan when Army Reorganisation expired I will get permanent bonus. But not I will get bonus effect only 2 years
Steps to reproduce:
1.Play Siam and take focus "Army Reorganisation" then rush "Industrial Mobilisation Plan"
Possible cause:
When I started play Kaiserreich effect of Army Reorganisation was permanent and it will get upgrade with Industrial Mobilisation Plan. Now, Army Reorganisation is affecting only 720 days/2 year and after if this focus still in effect it will get replaced by Industrial Mobilisation Plan and it will continue counting until end of effect day. But if Army Reorganisation already expire effect of Industrial Mobilisation Plan will be permanent
