[x] coring decisions for inherited finish claims which Finland can actually core
[x] compensation for spy agency lost
[x] no unique icon/name for agency
[x] compensation for design team lost (ae - Sweden can have all slots filled by mid 1939)
[x] no ship designs at the start, only empty hulls
[x] over division limit, mostly caused by switching to civilian economy while most of the tags running partial mobilisation

Most are being looked into, spy agency I'll have to do at a later date but not really that bothered about.
