ARM - Variation of the capture of Kars event (arm.87) if it takes the state as a result of a Turkish defeat in the desert war without actually occupying the state during the war. #21351

Describe the specific change you would like: Basically, the same event with the loc switched bit to reflect the Turks have withdrawn as a result of the peace treaty rather than being pushed away from the state by Armenian forces to be fired at the end of the desert war if Armenia was not recaptured by the Turks and thus Kars will be going to the Armenians.

Explain the reasoning behind this actionable change: Flavor

Additional context or comments: I'd recommend setting it up like this:

The capture Kars mission, if completed, gets ARM a country_flag: image

The desert war peace event will check if, after assigning land, Armenia has Kars and does not have the country flag and will fire the event if the conditions are met: image

Then the event itself would have different triggers for the event text and the response: image

As for the text of the alternate loc, I'd recommend

"With the collapse of the Ottoman empire, the Turks have been forced to cede the mountains and highlands of Kars to us as a condition of our peace treaty. This comes as a great victory to our people, as the region has strong historic ties to the Armenian nation. A millennium ago, under the reign of the Bagratuni dynasty, the city of Kars served as the capital of the Kingdom of Armenia, and although Kars was conquered by several outside powers since its foundation, including the Seljuk and Ottoman Turks, the region continued to be inhabited predominantly by Armenians - until the Weltkrieg turned the tides of history.\n\nServing as one of the main battlefields between the Russian and Ottoman forces during the conflict, the region was harmed greatly by the war, and its population was not spared by the horrors Ottoman troops inflicted upon those of Armenian descent. A large part of the survivors migrated to the newly established Vilayet of Armenia after the war, making the few that chose to stay behind a minority in their own home.\n\nNow, however, in the wake of the Turkish withdrawal, it seems that a new age of Armenian rule over the region is upon us. As our troops marched proudly into the region, an increasing number of locals has revealed that they, in fact, identify as ethnic Armenians, but have been hiding their true identity out of fear of being persecuted by the Turks, with many volunteering to join our army to ensure that they never again fall under foreign domination. And the trigged response would be something like: "The Turkish humiliation is complete" or "Armenia rises!" Doesn't really matter, just the untriggered "Ottoman defeat is imminent!" wouldn't make sense in this context
