Ireland under O'Brien's Labour, "The Form of the Presidency" event description #25119

In the description of "The Form of the Presidency" event (which is one of the few events which fire while "Draft a New Constitution" focus is being completed), "by" is missing in the third paragraph in between "exercised" and "the government".
