Mandy's permitted card search contains guardian cards. #539

Piggybacking off of this issue/comment, Mandy's deck building preview also seems to have some mistakes. Guardian cards like evidence are listed, though she has no way of taking these cards.

To reproduce: Search "do:06002 f:guardian" - list is nonempty.

Same with Tony and Mystic cards ("do:06003 f:mystic"), Gloria and Survivor cards ("do:98019 f:survivor") - this seems to apply to any character with "faction_select" in their deckbuilding JSON.

Carson will be affected by this too once his card is uploaded ("do:09001 f:rogue").
