Dialogue boxes are badly sized #18

This affects the Preferences dialog (needs to be a bit taller), and the
Certificates dialog (needs to be wider to see the scroll bar *but* it does
have a resize gadget). There are probably others.

Also, the NoScript window needs to have adjustments to prevent shrinking too 
small,
and the whitelist should grow with the window.

noScriptOptions.xul fully resizeable and whitelist grows with window. However, 
this
exposed a currently unfixable bug with XUL form controls spun off as issue 60
(M292284). This will be added to the release notes as a known problem.

Certificates dialog opens wider.

Content Packs pref panel tweaked to not overflow.

Miscellaneous other tweaks to Preferences.
