Reinstate overflow branch #66

Overflow branch fixes a LOT of layout problems and gets us almost to
Mozilla 1.7 in baseline render power. However, it is blocked by issue 65.
This is a placeholder issue.

To restore overflow branch, I'll need to basically restore the whole of
content and layout from that branch, and add the nsRuleNode changes for the
fixup rendering mode. Layout is now officially frozen until that happens.

Issue 68 will need to be applied to the overflow branch, as it affects content.

Reinstated after issue 65 was mitigated!
Works like a charm!
We will resume work with issue 68 and the overflow branch bugs.
