Update to v3.1 #15

New features

Make time format respect system configuration (12h or 24h) (#9).
Display seconds in countdown (#8).
Allow selecting juristic school for Asr prayer time.
Add About tab in Settings panel.

Enhancements

WinUI: Avoid overlapping other widgets injected into the taskbar (#8).
WinUI: Make context-menu and system tray icon menu respect language direction.
Deskband: Improve popup animation and make it smooth.
Improve current location display and hide Gregorian date.
Redesign the Settings panel:
- Unify calculation methods.
- Provide a preset for country code field.
- Allow specifying location by coordinates.
- Implement location search by query.

Bug fixes

WinUI: Make widget's pane on the taskbar respects DPI scale (#14).
Fix widget's vertical position for 2-in-1 devices (#13).
WinUI: Fix the default taskbar alignment when the relevant registry value is missing (#10).
Fix NullReferenceException bug when the timer is done (#12).
Fix an issue with theme change during runtime (#12).
Fix small bug in language selection in settings.
