Create ci #18

This will allow for CI to build correctly.

Site gets built and publishes to github pages for preview purposes see here: https://gpx1000.github.io/Vulkan-Site/spec/latest/index.html

To download the built site browse to the actions and then both the ui-bundle.zip and the entire full site are available for download: https://github.com/gpx1000/Vulkan-Site/actions/runs/5993511257

I believe you have Admin rights on this repo now so should be able to merge yourself. Please set squash-on-merge if you do - I cannot seem to figure out how to configure that as the default. Or I will merge if you prefer.
