FWIW, my (@oddhack) take is that this makes sense, and is easy to do. The right sidebar navigation will still be very long since there are hundreds and hundreds of extensions, but after the upcoming fix to move the extension appendix internal sections down one hierarchy level, it will be more navigable.
This is fixed in the internal Vulkan spec repo and will show up the next time we do a spec update - the lengthy 'table of contents' links are no longer included for the Antora build.
