Convert all actions in CI to V4 to avoid warning messages #77

This appears to work OK - @gpx1000 could you review? It did build and upload the CI artifacts successfully, although there was an Antora error reported from the Vulkan-Samples component - but that's not an issue with this repo.

Doesn't look like an issue with this repo. We'll fix in the samples.
