New Deploymnet of Infra creates new ValAddrr #8

Running a new Infrastructure is generating a new ValAddr even if the old mnemonics.env were imported prior to deployment, so lets say i can keep the new ValAddr, there is no new mnemonic since the old ones are stored on the machine.

Would be IMPORTANT to generated the ValAddr based on the imported mnenomics w/o redeploying the whole Infra

by default, my /home/user did not have any access so i had to assign rw to the /home/user to be able to run the recovery w/ non-sudo
