Put key numbers in relation to their context #371

On the municipality pages, there are many numbers such as "x meters of bike lane", "X elecric cars". It's hard for the reader to judge whether these numbers are low or high. Add context comparing them to the average across all municipalities. For booleans like "har klimatplan", state how may have it in total.

https://github.com/Klimatbyran/klimatkollen/pull/403 is a first step in this direction but does not resolve this whole issue. In addition to statements like "higher is better", I think we need to display comparison numbers such as averages for this issue to be considered "complete".

This will be resolved with the new UI that is set to be implemented during Q2.
