Migrate the wiki from Forge to Github #22

Migrate the wiki texts form Forge (https://forge.typo3.org/projects/team-php_codesniffer/wiki/Wiki) to github wiki.

Only migrate things which make sense in the current situation. After this we will deactivate the Forge wiki.

I nearly migrate everything from the old wiki to Github. When it made sense I replaced the pages with the links to github. I deleted obviously outdated stuff and marked the articles which we might look over again.

The documentation of the sniffs which we did manually in the past, can now be generated automatically. So from my side we can also delete the "CodeSniffs with CodeExamples" from the old wiki and refer to GitHub.

@Konafets Can you write down here (or in #25) how to generate a documentation of a sniff?

I`ve cleaned up the old wiki (https://forge.typo3.org/projects/team-php_codesniffer/wiki/Wiki) and added a small notice that we has moved to github. Further more everything related was moved to the github wiki.
