Summarylog.csv duplicates the events in harvest-event-test-log.csv when a prescription is used more than once in a management unit (e.g. with different time periods). Code not checking to see if the prescription actually ran during the timestep.

Requires changes to harvest libraries, base, and biomass harvest extensions

Eric to validate this bugfix as he has experienced it with repeat harvests. Alternatively he may ask Brian to look at it as Brian brought it to my attention.

Validated by Brian. Fixed in v1.1.0.
