https://docs.astral.sh/ruff/ replaces a lot of linter and formatter tools, remove duplication for stability and less noise.

order of magnitude faster linting & formatting than other tools
50% faster total pre-commit test runtime
way faster setup of pre-commit envs
less [pre-commit.ci] pre-commit autoupdate PRs
