Creating middleware to enable Sinopia/ILS interoperability. In this work cycle we will focus on interoperability with Symphony and with FOLIO. Use cases and tickets in progress.

This was completed, though was partially broken in last work cycle. Interoperability will now focus on FOLIO rather than Symphony.
