store SERVER_NAME in ENV VAR #22

Fixes #21 Easier to switch between dev and prod portals using an environment variable.

I'm going to merge this and add an issue that we need to write up both how to set this up on Spin, which is where the environment variable is being set. Additionally we need to set up a GH action to create the image and push it to NERSC's registry.
