If user has no access to a folder, it is redirected to browse, but browse with no parameters gives an error: https://lsstdesc-portal.nersc.gov/browse

better redirect to transfer instead.

Thanks for the PR and the fix @zonca. We'll test this out and get this deployed!

just checked, this still seems a valid PR.

If someone is logged in, they get 500 at browse:
