Dependency checks at startup #2

Check for missing environment variables (FSL, FREESURFER, and DSI_PATH for dtk). Check for DTB exe in the path (and working?).

Added. Binaries are checked by calling them directly and looking at the return code, should handle more case than just missing in the PATH (missing lib for example).
