Uninstallation problem #41

(on Windows XP)
1. I forget to close dsBudget before installing.
2. Uninstall didn't warn me about dsBudget was still working or any problem.
3. After uninstallation i saw dsBudget taskbar icon. I tried to start with 
right click and i succeeded. So actually uninstallation wasn't worked.

dsBudget installer actually tries to shutdown currently running server, but for 
some reason this doesn't work sometime. I need to look into this.
