Action Bars loading error when going from full to empty slot #8

When loading Action Bars, if a slot is supposed to go from full to empty, it doesn't. Instead, it stays the same.

That's working as intended as of right now. I will add an option for it but you have to use it at your own risk as I'm not sure how it will affect the action bars of other specs.
